How to make the cursor appear the same everywhere in gnome 3?

Good day to all.
The problem is that I was sitting on sneakers for a long time, and then Ubuntu 18.04 came out and I decided to install it with the default gnome and faced the fact that in all non-system (GTK) applications the cursor changes to a very unaccepted eye. I read here in the questions and gave the answer that you need:

Problem solved.
go to the editor /etc/sysconfig
Desktop -> X_MOUSE_CURSOR -> enter the theme name.

But the joke is that I can’t find it on Gnome 3.28.1: /etc/sysconfig
Please tell me how to make a single cursor for the entire system
Thank you in advance
