How to make the bot write to the conversation (via CallBack API)?

I make a bot through a group, not through a page.
I know that there are many bots that respond to messages in a conversation.
So, mine does not want to respond in a conversation, but responds only through a LAN to the bot.
I work through peer_id
When specifying a message, you can add a chat_id, but I don’t know how to make the bot calculate it.
The bot has been granted all rights.

Example with Callback API, didn't change anything.
I tried other bot sources to see how the answer system is implemented, but there is also little use there.
In short, the bot can only write in private messages, not in conversations.
