How to make sure that when switching between windows of different programs, the language does not change?

WINDOWS 7 is used.
Now, when switching from notepad to browser, the language flies to the default language.

Solved this problem with the help of a small keyla utility . Right in the settings there is a checkbox like "one language for all applications".
