Offhand 3 options. One of them:
Create a new document - a pixel wide and 2 pixels high. paint one pixel with the desired color (copy the color number, it will come in handy a little later). Ctrl+A - select everything, then in Edit - Define Pattern, we have all our stripes.
We write the text. Duplicate the layer. We part the layers so that the manipulations with the layers are visible. Double click on the bottom layer. First we go to Stroke and make an outline of the desired width, paint it in the color of our pattern.
Next, go to Pattern Overlay, where we select the created pattern and apply it. The desired width is adjusted using Scale.
We put a striped "shadow" as we like.
Everything.
