How to make subtitles in Youtube show in the preview before the video is opened by a person?

When I choose what to watch on Youtube, I often see videos where the subtitles go right into the little preview boxes in the list of submitted videos. That is, the video is not yet open, it is played on hover without sound, but there are already subtitles.
How to do so?

To be honest, I don't understand what you mean. Though an example would be washed down or something.
So I'm not sure what you're talking about but: If you see this - 5cc804ab9cd60777548981.pngThen it is enabled in the user settings to show subtitles and in the creative studio you can turn them on or off. If you see subtitles without the subtitles button turned on, then this means that the subtitles have been superimposed on the video itself, for example, in Adobe Premiere. How to apply subtitles in Adobe Premiere, see the tutorials on YouTube.

This is a standard feature of the Youtube app.
It is enough to add subtitles in the desired language.
