Use Prepos (the free one is more than enough). It is very convenient, no scripts need to be inserted, no browser extensions need to be installed. It is universal, because raises its own server, so work even in Sublime Text, even in Notepad (without installing extensions). Plus prepos provide other additional goodies such as compiling SASS, minifying and building scripts. Also a cool feature is sharing within the network (I made it up, launched sharing, showed it to colleagues). If you are going to typeset, then I have not seen a better option if you need to do it quickly. If you want to make it really beautiful - get familiar with Grunt, you can do everything in it that is in Prepos and much more, but you have to work with the handles. Good luck!
Try using Emmet's LiveStyle .
It starts very easily on chrome and the new opera.
However, if you have CSS links displayed with parameters (/css/css.css?12345)? that change when the file is updated - nothing will work.
I advise you to look towards https://www.npmjs.org/package/grunt-browser-sync
