How to make sms and icq alerts?

This is not spam. The task was to make SMS and icq notifications for company employees. How could this be done? If everything is easy and simple with mail (already done), then there are difficulties with icq and sms. What software and hardware to use? It is important that this can be done on the basis of inux, as on the server where the system will spin it is worth it.

Jabber is not a problem. There are plenty of examples on the web. It is under ICQ that you don’t know ... is it still alive?
SMS - choose an sms gateway, they usually have a REST API.
