How to make sections with tags?

I have the following task. There is an Infoblock with sections, each section has articles. Sections need to be removed. And when you click on a section, the articles of this section are displayed plus all the tags that are indicated in the articles (the tags are indicated on the SEO tab on the element editing page). When you click on a tag, all tests and sections in which this tag is indicated should be displayed. How can I display all the tags in a section? And then filter articles by these tags?

It's simple:
The result is a selection filtered by tag.
