How to make RuToken work in the cloud via RDP?

Tell me, can anyone come across such a problem:
There is a need to throw a token via RDP to a remote terminal server.
When pushing to a server that is on the same local network with a computer, everything is fine, there are no problems, it has been working this way for a long time.
But as soon as I try to transfer the token to the server, access to which is organized through a tunnel on the router (for the client computer it is available absolutely transparently without restrictions), working with the key becomes almost impossible. Opening the "Certificates" tab takes about 3 minutes. A client bank working with this key opens in about 10 minutes (the norm is no more than a minute). That is, it basically works, but it takes a terribly long time.
We tried different organizations of tunnels - no changes, we no longer know where to dig.
Delays when working with a cloud server are no more than 45 ms.

In the local network, you can test the hypothesis with the responsiveness of the interface depending on the ping
To increase the ping, you can use this software
