How to make reactions clicked only by people with a certain role / clicked no more than one reaction?

I want to write a Team that makes sure that only people with a certain role click on reactions, and also that they cannot click more than one reaction, and after 5 minutes reports how many people and which ones clicked this or that reaction, how can this be done?
