How to make QoS on a Linux router?

I'm making a Linux router. I don't know how to solve the following problem. I want to make QoS using queues. As far as I understand, Linux routers use tc for this. But I couldn't find how to implement PCQ queue - https://wiki.mikrotik.com/wiki/%D0%A0%D1%83%D0%BA%...
How to do it? (Arch Linux distribution)

No way, he asked himself this question - there is no ready-made recipe as in Mikrotik, just generate it by hand (scripts).
