How to make push notifications about news updates?

How can and better implement the following: a person presses the "subscribe to updates" button and it is actually desirable that this be the end of it.
I thought about using browser notifications, but I didn’t understand whether it could be implemented so that a person receives notifications only about the news to which he is subscribed.
I do not consider the option of sending e-mail.

Use PushAll, but it won't be so easy to "subscribe to updates"
At least if everything is so simple - you will lose a person the first time you reset your browser settings, or he will not be able to unsubscribe from you - he will hate you, well, or will be very limited - for example only in the Chrome browser on a PC, but it will not work everywhere in other devices and browsers
In PushAll, the approach is such that you need to authorize through a Google account, or register by mail, then connect any number of devices, be it mobile phones, computers, tablets and so on and so on, you can already subscribe, unsubscribe and manage channels in one click.
In fact, for the site it looks like
- Clicked the button to subscribe to notifications
- The person clicked the input
- A person clicked, for example, on the AppStore link to download an iOS application, turned on notifications in the current browser
- The person logged in to the application
- All of them will now receive notifications from you both on the phone and on the computer and they will know where they come from and how to turn them off in in which case
