How to make per-repository settings for hook on RhodeCode?

Used by RhodeCode, it has several python hooks installed that take their settings from the rhodecode.db database. It is necessary that for each repository the hook settings are different. The .hg/hgrc files in the repositories on the server are supposed to work, but they don't. The version of RhodeCode is 1.7.3.
