How to make new user registration only with admin approval in Wordpress?

I want to do it programmatically through a hook. Through what hook can this be done? Looks like it only takes a few lines of code.

There is a New User Approve plugin for this . No settings, everything out of the box. The documentation is easy to google, but it’s clear how it works, just read the description of the plugin
