How to make multi-store in Bitrix?

Hello!
There are two warehouses in different countries. It is necessary that when buying goods from Country 1, the balances are debited from Warehouse 1 and, provided that there is not enough goods in Warehouse 1, the rest of the goods are debited from Warehouse 2.
Can this be done using standard Bitrix tools or not?

1) Product catalogs for different countries are implemented through multi-site, for each version you set the desired warehouse.

When inventory control is enabled, the goods are written off from the warehouse that you specify manually

2) You can write your own event handler associated with warehouses, where, with zero balances you can change the value of the warehouse to the second warehouse
