This may be some kind of setting for user groups (they say for one user group the admin panel is in Russian, and for the other - in Spanish). Or at the entrance to the admin panel there will be an opportunity to select a language ... In general, any solutions will do.

You can make 2 users, and for each user set the desired language by overriding the system setting manager_languagein the user section ("User" -> "Settings"). And then you won't need to switch anything.
