Maximum URL length is 2,083 characters in Internet Explorer, also RFC7230 , and in practice URIs longer than 2000 ASCII characters will not work.
so that in Cyrillic there will be a maximum of 666 Cyrillic characters in the encoded URL.
WordPress limits URL length as slug length to 200 characters. Custom Post Type identifier - 20 characters.
