How to make it so that after restarting the PC, no services are started that were not previously turned off via `docker-compose down`?

Actually, subject.
Docker-compose has `restart: on-failure` on all services.
And all the same, after working and restarting the computer, part of the services rises. For example, Cassandra, which consumes 1-2GB of RAM.
Is it possible to forbid the docker daemon in principle to start any services when the PC boots? Only manual start via docker-compose up.
