How to make ip on dynamic ip?

There is a vpn, I connect to it (the local machine connects to a remote terminal on vmware).
Remote machine (terminal), accessible via rdp (only when vpn is enabled).
Internet is available in the terminal.

If you ping the terminal from the local machine, it will ping.
If you raise ssh in the terminal on port, for example, 63xxx, then it is available in the terminal via external / 127.0.01 ip.
If you try to connect from the local machine to this ssh, then telnet writes a connection failure (ip is pinged).
From which I make the assumption that the ports are blocked (? Not clear).

I launch the hldns.ru program, it writes the ip address, because works.
This address is not pinged from the local machine (apparently, the gateway through which the terminal exits needs to be configured, but this is impossible).

What else can be done to make the machine accessible by ip (I want to forward some of the rest of the resources available only through the terminal via putty)?

Why are you connecting to the ssh port with telnet?
2) and from what is written further it is incomprehensible absolutely nothing. Jumping from one topic to another, from it to the tenth, some 3party incomprehensible programs and, in general, a whole mess instead of the information you need.

a) where are these rest resources located?
b) what OSes are on the terminal and localhost
c) what is going on in general? :)
