This is via the t.me/share link.
Usage: t.me/share/url?url=&text=hello
Text= can be substituted for any text you want to share.
You can also url= link to any site you want to share, for example: t.me/share/url?url=telegram.org&text=hello
But links without url (as in the beginning) do not work, for example, in Telegram Desktop, but only in mobile applications.
Links with urls work everywhere (except the Web, where it doesn't work at all)
