How to make $_GET without cookie by default?

variables_order = "GPS", but $_GET is still non-empty. What other settings need to be applied in php.ini to get rid of this?

And in xdebug and on the console both are empty, everything is ok. But in the browser, no.

Do you work in phpstorm? ideshka starts the built-in web server and when you open the page passes this parameter there.
Try opening the script in a regular browser using any other web server. Or open the script without passing parameters (remove everything after the question mark from the address bar)
