How to make element not clickable on iphone?

When double clicking on certain elements on the iphone, the page enlarges, on some it does not, while the elements may have essentially the same styles, tags, etc. but work differently ..
is there a list of properties and tags from apple that says how they work when double click?

I always have a mobile version on my sites and there is always a ban on increasing user-scalable=0 .
