css3 was created for modern browsers, you can only get from ie8 so that it displays certain properties of css3 as closely as possible, and this is possible through a bunch of hacks and similar services: css3pie.com

Used css3pie.com, terribly buggy thing. Now, a few years later, things may have changed. But at that time, even on my fast computer at that time, everything slowed down. And computers with older IEs are on average slower than those with modern browsers (or IE10-11).
Therefore, I do not advise using cssPie, because in addition to performance, it is sometimes applied crookedly, and it’s not even worth talking about the accuracy of shadows 1 to 1.
Therefore, I suggest using the Graceful Degradation technique - you can always make a beautiful and understandable design without shadows and without rounding. The main thing is that the layout does not float.
