How to make controls from PSD in Blend 4?

Good day. I faced such problem. I decided to create my own interface for a WPF program. Well, accordingly, I decided to use Expression Blend 4. I downloaded the UI Kit from the Internet in PSD format, imported it into the project. But I don’t understand how to create a full-fledged control (for example, ProgressBar, etc.) so that it really works and looks like in a Photoshop file
