In order for the chat to work via the Internet, do I need to host the server part somewhere?
Can I be a host without any digital ocean? I just want to test it over the Internet. It works perfectly on my main computer. I want to try deploying it somewhere on the Internet to make sure everything works as it should.

Can I host without any digital ocean?Yes. If you have a 'white-hat' (globally routable) IP address, you will need to set up appropriate translation (so-called 'port forwarding') on your home router. If you have a 'grey' IP address, you can experiment with tunneling services or with Tor for example. This thread is also worth checking out. Until recently, some kind of startup service for developers appeared, solving the problem of publishing a service behind NAT in a couple of clicks, but, unfortunately, I don’t remember the name.
