How to make cdmod, chown work in ntfs?

Hello.
I remember that a few years ago I definitely had an NTFS partition with data that shared Windows and Ubuntu. And it seems that changing the rights and owner for files worked without additional actions.
Now the same issue has arisen. But Linux rights do not change in NTFS, as described everywhere on the Internet.
Googled that there is a certain ntfs-3g, but it has not yet been possible to start it.
Can someone tell me how to get Linux file permissions to work in NTFS? Are there any other ways?

IMHO only ntfs-3g
the whole problem is that ntfs is a proprietary closed system, specifications are closed.
