How to make binary releases on github?

There is some software that lives on github, I want users to be able to download binary assemblies right away.
Question. How best to implement it.
I read about CI systems. Say it then? On what principle do they work? If the software has dependencies, can they pull them up? Can they return the binary build to githab or where will the user download everything from?

Compile, archive, go to releases, create a release, attack the file.
