How to make background mode work in google chrome?

background mode not working in google chrome. help center didn't help. They say something is blocking the system. reset settings, cleaned with cleaner, cleared cache, deleted cookies, turned off antivirus, turned off extensions, plugins. please help with advice.

in the chrome settings there is a flag - "keep applications running in the background after closing google chrome" - this feature has stopped working ...
