I would recommend going freelance (like kwork) where you can develop a simple PHP parser. To make it parse regularly, you need to add a task to WP CRON or to CRON. Apparently they don't have an API or RSS, so you'll have to parse. As for the cost and time spent, a simple parser can be made in a day (usually, even in a few hours), and the cost is 1-4 kworks (500-2000 rubles 10-50 AZN). It all depends on the workload of the programmer...
And although... you can do it in a different way. There is a WpGrabber plugin. The plugin is paid 400-600 rubles. about. It can parse data from both rss and html feeds. It is enough to correctly set the links from which you need to parse data using regex.
