How to make automatic placement of a hyperlink based on existing data in Google sheets?

For example, there is a Google spreadsheet. There is a page with names and descriptions of cities. There is another page with descriptions of people's stories, for example. I would like that at the mention of the city in the texts, hyperlinks to the cell of this city would be created, automatically, possibly with the help of some kind of auto-substitutions. Is it possible?
I just sometimes met sites where a lot of words and phrases were with hyperlinks to existing material, and sometimes it was meaningless and incorrect, so I suspected that everything was done automatically, and sometimes it was convenient.
Or perhaps you will advise something other than tables where there is a similar functionality?
