How to make animation in After Effects with a frame rate of no more than 5 per second?

A dynamic banner was created in After Effects and saved as a gif. The composition settings are below:

After moderation, the banner was returned with the note "frame rate is greater than 5 per second, it needs to be done less."
This was not originally discussed. Okay, I changed the "Frame Rate" value in the composition settings, because. thought that was what it was about.

But the banner did not pass the moderation again with the note "Flashes or flashes. The frame rate is more than 5 per second."

Can you please tell me where I made a mistake? And how to make animation with a frame rate of no more than 5 per second?

Hey! Framerate is one of the main values ​​that is set at the beginning of the work.
On the subject: you are doing everything right, set the value to 4.
