How to make an overclocked processor run at maximum frequency in Centos 7?

In general, I overclocked the AMD 3950X processor to 4400 MHz through the BIOS, in windows 10 it shows all the rules, the maximum frequency for all cores even without load in Aida 64, ryzen master, hard info, and Centos 7 shows exactly half of 2200 through the command grep "cpu MHz" /proc/cpuinfo, even when nugruzhaesh on the maximum for several cores gives out 3500, where the overclocking to 4400 MHz disappeared, I don’t understand. If you apply the command,

tuned-adm profile latency-performancethen all frequencies become 3500 MHz, and where is it higher?

Everything is fine, the processor is running at maximum frequency, just cpuinfo shows old information.
The glitch is already a hundred years old, but no one fixes it, welcome to Linux.
