but I did not see any plugins responsible for this. I realized that the scheme is built on svg. But how to set free sectors and places from the admin panel, and add new events?

I recommend doing animation in SVG using the free Inkscape
. This is to the fact that not only do you not have to painfully puzzle over CSS, and look at the "Object Interactivity" screenshot.
Draw, test the attributes, and everything will work out.
