How to make an email template in Gmail?

Hello. Something I can not figure out with Gmail.
Task:
1) Create one template letter (with html layout inside), save it for yourself.
2) Sometimes send it to new contacts (at will, without triggers)
Difficulties: I can't figure out where I can create and store it in Gmail.
At first I thought that in the drafts - no. Then I looked at the settings / laboratory / enable template response (also not right).
Question: where can this be done?
