How to make an easy-to-navigate area map with layers?

Good day!
I want to make a map for my area, on which it would be possible to place marks of useful places on several layers, with comments and links. The map should be convenient not only for working with a computer, but also for navigating from mobile devices. For example, "My Maps" from Google does not have this ability.
If it is still possible to work on the map in multiplayer mode, it will be generally excellent!
Tell me, maybe there are some convenient add-ons for Google maps?

You can use LeafletJS. It has a lot of possibilities. There are third party plugins. You can slip your tile server with your terrain map layer. If I'm not mistaken, it also behaves correctly in mobile browsers.

Now I'm choosing between zeemaps.com, Google maps and Scribble Maps. Layers are only in Google, but co-editing is only in Zimaps.
Can anyone else give me some good cards?
