How to make actions for taskbar?

If on Windows in the taxbar (or in the "Start", more precisely, what is now instead of it) right-click on the icon, then there will be some "quick" actions, for example, in the same browser, opening recent sites, or in all sorts of Words and notepads opening recent files. (See highlighted in red on the screenshot)
Actually, I have questions:
1. What is it generally called? I'd love to google it, but I don't know what it is. not familiar with the Windows API and, most importantly, with the terminology.
2. Is it possible to do something similar for a script (powershell or bat) or a shortcut (lnk)?

in general for any file it is possible. what wine? At 10 create a shortcut in C:\Users\...\AppData\Roaming\Microsoft\Windows\Start Menu
