There is a database of OPSURT software, it can be uploaded to VPS Linux, or it can be placed on any PC with Internet access.

The first option was preferable, but the database categorically refuses to work, writes that the file does not match the version.

The second option is to make one stationary PC on Windows, where to put the database file and give access. But as a matter of fact IP changes.
They suggested somehow making the site address through some service and thereby registering the path to the database through it, for example bd.domen.ru/opsurt_bd/baza

So how to do this and how difficult is it?
