How to make a Windows Server 2016 user profile to use by default?

Set up a user profile. I would like to save its settings to be used by default when creating new accounts.
It is planned that several users will log into the server for work. The settings are the same.
I tried to copy the profile by renaming the user folder to the Default folder. The new user profile has started. But crooked. Not all settings came.
They write that there is no built-in solution in Windows. Advise software what or decision.

Everything that can be configured is configured in the GPO - the rest is crutches. Are you sure that the settings you need are not in the policies?
