How to make a website with a 4:3 screen?

There was such a problem: when laying out a site on a 4:3 screen and if you enable 16:9 resolution (1920x1080, 1280x720) in the inspector, then blocks, text and other elements can sometimes move out when viewed on another PC with a 16:9 screen, with such same screen formats(1920x1080, 1280x720). How to make up in such a situation, so that when viewed on any monitors with a ratio of 16:9 everything would be fine?
PS Do not write that you need to buy a 16:9 monitor

@Vlatqa

you need to understand that 1920x1080 is the resolution of the screen, not the working area of the browser

@Theon

You need to set the width of the site or table as a percentage, then everything should become rubber, for different monitors.
