I'll start with the fact that I have a computer at home that acts as a local apache + php + mysql server (I go to localhost, then I get to my site).
Now, having gained enthusiasm, I bought myself a static ip address and found out what port forwarding is in a router.
Now I want my site to be accessible to everyone from the Internet at my ip address. From all this, I have a question: will these actions be enough for me (forwarding port 80 on the router and using a static ip) to access the site for others?

Yes. If you also want to open a site by a domain name, set up a local virtual host so that not only localhost, but also your domain name works, and create an entry in the DNS settings of your domain A that will point to your static IP.
In general - drive in your static IP in the browser and see if it was enough or not.
Theoretically enough, but practically - you need to check. Just "plugging in a static IP in the browser" on the same computer may not work at all. The most reliable option is to log in from another computer that is generally outside your network (that is, not after your router).
