I can assemble the semantic core, but I can't write the text.
How is it worth building the work on SEO and filling the content of such a site?

if there is no money:
- learn English on your own until you reach the proper level
- look for like-minded / textwriters (who know English) for % or on a contract basis
- look for Russian investors
- go on a crowdfunding basis
- look for suckers, throw textwriters
- do a competitive analysis, try to make the most of copy- paste
if you have money:
- buy texts from textwriters (gradually, checking the quality through analytics metrics)
- hire a tutor and learn English while writing texts
- hire a foreign auditor / SEO specialist
