How to make a web service tour correctly?

There is a web service with two dozen pages. You need to organize a tour of the service, explaining the purpose of each button and link. The tour starts when you first enter the service after registration. One tour - one page. When moving to the next page, the user is waiting for the next tour.
Question: what is the easiest way to organize such a tour?
There will be a video tour, but this is a separate product.
I searched for ready-made solutions and web services for this, but found nothing. Maybe I didn't search well?
Maybe someone has experience in developing such solutions?
The service is written in Ruby on Rails with a bunch of java scripts.
