How to make a VPN relay?

Hello!
How to organize the VPN connection in this way: 1. Normal mode - clients connect to the server and everything works. 2. Emergency mode - in case of problems with the server, all VPN connections are transferred to another server and the VPN tunnel network continues to work. How to implement this?! What protocol to use and what is needed?
Requirements:
1. Authentication and encryption!
2. Support both L3 (IP) and L2 (Ethernet)
3. OS support: Windows, Linux, Mikrotik and Cisco hardware.

This is not called relaying, but redundancy.
Just a backup server, and a script that changes DNS records.
