There is a base of users who themselves leave their data on VK (the data I have will enter the address of my page and only)
So you need to make a newsletter to these users via LAN.
How can I do that? I don’t have a group or public, I read that they say this kind of mailing is done only if these users are subscribed to my group, but in my case there is no group or public.
This kind of distribution is needed.

Vkontakte has only two legal ways to send messages to users:
1. If they are subscribed to the group.
2. Through vknotify by phone number, but only messages that match registered templates, and only service and transactional messages are allowed, no advertising. Well, only banks are allowed to do this.
This is clearly intended purely advertising. I advise you not to bother, but to start a group and organize contests for reposting in it.
