How to make a telegram bot available to everyone?

Created a telegram bot. I didn't make any settings with it.
I send messages to the bot (I used https://github.com/vyuldashev/monolog-telegram).
Messages are coming. But other people connecting to the bot do not see new incoming messages.
There is a problem with access rights, what should be done so that everyone who connects receives new messages from the bot, which I will send to him with a script?

It seems necessary to write such logic first.
A bot is not the same as a channel/group where everyone communicates.
In the bot there is a personal correspondence with the bot.

I support the previous statement. If you need the bot's answers to be public - create a channel, connect the bot there and you will be happy.
