How to make a sprite from svg icons?

Guys, help me figure out the gulp-svg-sprites plugin.

What could be the reason for such an output?

Are you sure the plugin is at fault? How do you save the icons from the layout? After all, the plugin should receive the icons themselves at the input, and issue a sprite at the output. So the problem along the way is how you save the icons from the layout.
