How to make a sound booster for win10?

Hello. It is required to raise the sound volume in the win10 system above 100%, as Letasoft Sound Booster does. Just write your own program for this. As I understand it, Letasoft somehow intercepts APO (Audio Processing Object), but I couldn’t really find anything. Probably, something low-level like waveOutOpen is necessary. Does anyone have code for this? Preferably in delphi.
