How to make a similar "drum" on cordova?

How to implement this in Cordova? In essence, you need to make a similar effect to the iPhone time picker ( i.stack.imgur.com/QMDRD.png) , but only in a horizontal position. That is, when the central arrow is stably in the center, and with a swipe under it we scroll the drum with indicators.
For native applications, there are built-in features for this, but in Cordova I can’t figure out how to cope with the task. Help! Thanks in advance
