How to make a service with infinite notification?

How to make a service that will perform some operations in the background (In my case, send a request to VK services about the user's online / offline), but at the same time, so that this service is not destroyed when the application is closed from the task list. I want to make a notification that can't be swiped, saying that the service is running. But how to do that? Any ideas?
