write software for the controller and the client part of the software for android.

In your question, it is not clear where all this is located (next to each other or spaced many kilometers apart) and how these winches can be controlled (for example, they are controlled via RS-232 (which is unlikely) or just an imitation of pressing a button, for example). And whether you want to manage them, being close, or from afar (then it makes sense to think about a GSM modem)
